EC surveys national, EU market barriers to developing renewables

Identifying actual market barriers to developing renewable energy is the aim
of a new European Commission survey, the EC said Friday. The survey is part of
a wider consultation which is to feed into the EC's planned report on national
support schemes for renewables due by end-2005. 

The EC is inviting all interested parties to comment on national policy
instruments such as investment support, feed-in tariffs, obligations with
green certificates, fiscal incentives and tender schemes, and rank their
importance. It wants to hear about specific examples of barriers, such the
time taken to receive support (financial); or the time taken to get a permit
(administrative, regulatory); or specific extra costs for connecting
renewables to the grid (grid conditions), as well as social barriers and
acceptance problems. The EC is also interested in perceptions of the main
risks to renewables investments, such as changes to support schemes or
resource availability.
