Senators attach to energy bill measure offering loan guarantees

The US Senate's lead energy bill now includes a new section that would provide
loan guarantees to companies that build new "clean energy" projects. The
proposal will be part of the comprehensive energy bill being debated by the
Senate Energy and Natural Resources Committee, which released the proposal
Tuesday. The plan would establish an Energy Loan Guarantee Fund that would
provide aid to carbon capture and sequestration projects, coal gasification
and advanced nuclear plants, renewable energy facilities, and efficient
electric transmission and distribution technologies. The proposal was written
by Sen Pete Domenici (Republican-New Mexico), Congress' top nuclear power
advocate, and Sen Jeff Bingaman (Democrat-New Mexico), one of its biggest
renewable energy supporters. The committee expects to pass the comprehensive
bill this week, which would send it to the full Senate for approval. Debate
there could start in June. The House passed its energy bill in April.
President Bush has asked Congress to complete a House-Senate bill by Aug 1.
