Bush says Jones Act being waived to aid oil imports

President George W. Bush Thursday said he had ordered the US Department
of Homeland Security to temporarily waive the Jones Act to ease the shipment
of petroleum products around the US by foreign-flagged vessels, which would
ease the import of crude and products into the country.
     Bush also said that the key Colonial Pipeline, which moves oil products
from the Gulf Coast to the Northeast, was now operating at 50% of its
capacity. Colonial earlier Thursday indicated it was operating at 40% of
capacity. Bush said the US government was working with Colonial to restore
product shipments. He said the government also was working with storm impaired
refiners to get them back into operation.
     The Jones Act requires that all cargo moving between US ports be carried
in ships which are US-owned, built and crewed.
