Renewables Obligation changes proposed

Energy Minister Malcolm Wicks has announced a number of new measures designed to improve the effectiveness of the Renewables Obligation (RO), one of the Government’s flagship clean energy policies. The RO obliges all UK electricity suppliers to source a growing percentage of their energy from renewable sources, thereby developing the nascent market in this country by removing some of the competition barriers posed by established fuels.

The proposals include making limited changes to the eligibility of electricity created from mixed wastes, modifying future rules on low cost technologies and simplifying the administrative arrangements for ROs to benefit smaller generators.

"The Renewables Obligation is the cornerstone of our renewable energy policy and has been very successful in developing this vital new energy sector. Last year saw the biggest increase in renewable generation so far and we want to see it go from strength to strength,” said Mr. Wicks.

"The changes we are proposing are designed to refine the scheme further and take us closer to our 2010 target of 10 per cent. They are intentionally limited and seek to maintain the stability of the Obligation while improving its effectiveness over time,” he added.
