NuStart to file at least one COL application in 2008

NuStart Energy plans to file at least one combined construction and operating
license (COL) application to NRC in 2008, the nuclear industry consortium told
NRC this week. The Dec. 7 letter that Marilyn Kray, president of NuStart
Energy Development LLC, sent to NRC's William Beckner marked the first formal
industry commitment to seek a COL for a new power reactor.  Beckner is the NRC
director of new, research and test reactors programs. NuStart anticipates
starting preapplication discussions with NRC in early 2007, Kray said.
NuStart, comprised of nine electric companies and reactor vendors General
Electric (GE) and Westinghouse Electric Co., likely will develop applications
for both GE's ESBWR and Westinghouse's AP1000 advanced reactor designs and
then decide whether to proceed with one or both applications, a source said
today. A Dominion-led consortium has not yet decided whether it will file an
application, Dominion spokesman Richard Zuercher said. Both groups have
received DOE grants under the department's COL program, which helps fund
industry efforts to get through the yet-untested NRC COL process. No company
on either team has committed yet to build an advanced reactor.
