Oil group sues to block California's offshore discharge standards

The Western States Petroleum Association has filed suit in US federal district
court in Los Angeles to block the California Coastal Commission from
regulating release of wastewater and drilling muds from 22 oil platforms in
federal waters offshore Southern California. WPSA is arguing, in a suit filed
this week, that the commission is attempting to illegally extend its authority
well beyond the three-mile boundary of state jurisdiction. The federal
Environmental Protection Agency issued a proposal in December updating federal
discharge permits, but it was rejected by the commission in March. The
commission said the federal proposal was not consistent with its own coastal
management plan which, for most of the pollutants, "appears to be more
stringent."
