Diaz: Nuclear plants lead in terrorism defense

Nuclear plants continue to lead in comprehensive defense against terrorist
attacks, NRC Chairman Nils Diaz told McGraw-Hill's Homeland Security Summit in
Washington, D.C. today. He said the defense-in-depth concept, as expressed in
initial design against external aggressions, in accident management planning,
and in emergency response planning, particularly after the Three Mile Island-2
and Chernobyl-4 accidents, put the nuclear industry ahead of other industries
when the events of Sept. 11 forced a new focus on infrastructure
vulnerabilities. He said extensive analyses, much of which remains classified,
continue to show that aircraft attacks have little likelihood of inflicting
damage that would result in radioactive release at U.S. plants, and added that
even crashes into spent fuel casks in transport would result in no release.
