DOE may miss repository license application target

DOE may not be able to meet a December target for submitting a repository
license application to NRC if it does not certify tomorrow that all relevant
supporting documents have been posted on NRC's licensing support network (LSN)
and are publicly accessible. NRC regulations require that certification occur
six months before the application is sent to the agency. Pertinent documents
must be available through NRC's Web-based LSN (http://www.lsnnet.gov) for
parties' review before filing their contentions. DOE spokesman Allen Benson
would not say today when the certification might happen. The posting process
involves a time-consuming step of electronic linking of information so it can
be retrieved. Sources have said that a delay in the certification would cause
a day-for-day delay in the application submittal. DOE is working on the LSN as
quickly as it can, Benson said.
