Homeland Security and Its Implications for Energy Infrastructure and the Business Environment

The infamous events of September 11, 2001 have led to a spectrum of new legislation and regulatory programs intended to protect vital infrastructure and operations, including our electric industry, from terrorist attack. Yet, terrorists have continued to target these facilities and al-Qaeda has claimed that the massive August 14, 2003 Blackout resulted from their deliberate attack on the US electric grid. This workshop will examine the threats to the power industry both from terrorists and the programs intended to stop them.
