1)  1,100 Renewable Energy Megawatts

PacifiCorp, an investor-owned utility in the Western U.S., seeks bids

for producing up to 1,100 megawatts of new renewable resources in

2)  Million Solar Roofs

The U.S. Department of Energy announces its intent to request

proposals from state and local Million Solar Roof Partnerships that

have joined to plan/implement at least 500 solar energy systems at

the regional level.  $1.5 million expected to be available, 30 to 40

grants anticipated, award range $10K - $50K.  The RFP expected to

3)  Renewable Energy Certificates

The U.S. General Services Administration requests proposals from

renewable electric generation suppliers to provide renewable energy

certificates to various Federal facilities in the States of DE, MD, PA,

4)  Geothermal Well Field

The Kansas Air National Guard, McConnell AFB, KS seeks bids

from registered P.E.s with experience in designing a geothermal well field

for a closed loop ground source heat pump system.  The potential system

will be used in a cooling only application and will operate year round on

5)  Renewable Energy License

The National Renewable Energy Laboratory (NREL), under contract

to the U.S. Department of Energy, solicits interest from companies

interested in obtaining license rights to commercialize, manufacture

and market renewable energy technologies developed at NREL.

6)  Washington Consumer Energy Fund

The Seattle Foundation requests proposals from non-profit organizations

and qualifying governmental entities in Washington State for the

Washington Consumer Energy Fund.  Proposals should focus on projects

that deliver a direct and tangible benefit to residential electrical consumers,

with preference shown for projects benefiting Washington consumers living

in geographic areas harmed by increased electrical energy prices during

2000 - 2002.  $12 million expected to be available.  Applications due 3/19/04.

7)  IAQ - Region 10

The U.S. Environmental Protection Agency requests proposals from

organizations in Region 10 (AK, ID, OR, WA) for IAQ programs which

include but are not limited to IAQ Tools for Schools Program, and

Living Places for Kids Program along the US/Mexico border.  $200K

expected to be available, award range $15K to $75K.  Responses

8)  Lead-Based Paint Program Support

The U.S. Environmental Protection Agency announces its intent to

request contract proposals for Federal Lead-Based Paint Program

Support.  The purpose of the Federal program is to ensure that

individuals conducting lead-based paint activities in target housing

and child-occupied facilities are properly trained in lead-safe work

practices and that those individuals receive quality training through

accredited training programs.  The RFP expected to open 3/3/04.

9)  Housing Preservation Grant

The U.S. Department of Agriculture, Rural Housing Service

requests proposals for its Housing Preservation Grant (HPG)

program.  The HPG program provides eligible entities grant funds

to assist very low- and low-income homeowners to repair and

rehabilitate their homes in rural areas, and to assist rental property

owners and cooperative housing complexes to repair and rehabilitate

their units if they agree to make such units available to low- and very

low-income persons.  $9.9 million was available in FY03, FY04 level

TBD, no cost share required.  150 awards anticipated.  Responses

10)  Resource Conservation Funds

The U.S. Environmental Protection Agency requests proposals

for Resource Conservation Funds.  Unique and innovative projects

proposals should fit into categories including but not limited to: 

1)  Education and outreach, technical assistance or innovative

approaches to promote source reduction, pollution prevention, green

product design and manufacturing, product stewardship, green building,

energy conservation or recovery, reuse, recycling, composting, buying

recycled products, community revitalization and waste minimization. 

2)  Stimulating market development for materials that are difficult to

recycle, 3)  Incorporating EPA initiatives and priorities such as

environmental justice and sustainability into projects.  Special emphasis

will be placed on Region 9 goals.  Approx. $150K available, award

range $20K to $60K.  No match required.  Pre-proposals due 3/12/04,

11)  Environmental and Resource Economics Workshops

The U.S. Environmental Protection Agency requests applications

for work that supports Environmental and Resource Economics

workshops in the following categories:  1) Methods Development

and Training Workshops, to provide guidance and training on a

specific analytical activity of importance in environmental economics,

2) Current Issues Workshops, to advance the field of environmental

economics by exploring current and emerging issues of national or

regional significance, 3)  Dissertation Workshops, to attract the best

and brightest graduate students/new PhDs and improve the quality of

current research topics.  $250K expected to be available, 10 awards

12)  Agriculture Research

The U.S. Department of Agriculture requests applications for the

FY04 National Research Initiative (NRI) Competitive Grants Program. 

The purpose of the NRI Program is to support research, extension,

and education grants that address key problems of national, regional,

and multi-state importance in sustaining all components of agriculture

(farming, ranching, forestry including urban and agroforestry, aquaculture,

rural communities, human nutrition, processing, etc.). $120 - $150 million

expected to be available.  Proposal due dates vary by subject area,

13)  Mining Industry of the Future

The U.S. Department of Energy announces its intent to request

applications for “ Mining Industry of the Future Grand Challenge

Technology Concepts for the Mining Industry.”   This program will

support cost shared R&D that will reduce energy consumption,

enhance economic competitiveness and reduce environmental

impacts of the domestic mining industry.  The RFP is expected to

14)  Advanced Technology Program 

The U.S. Department of Commerce, National Institute of Standards

and Technology (NIST) requests proposals for the Advanced Technology

Program for work to accelerate the development of challenging, high

risk technologies that promise significant commercial payoffs and

widespread benefits for the nation.  ATP funds high-risk, high payoff

projects from all technology areas.   A list of general ATP categories is

15)  National Brownfields Grants

The U.S. Environmental Protection Agency has reopened the

competition for FY04 brownfield grants due to the Consolidated

Appropriations Act, 2004, which temporarily expands the number

of brownfields sites that are eligible for funding under EPA's Brownfields

Assessment, Revolving Loan Fund, and Cleanup Grants.  $700K

expected to available, 200 awards anticipated, awards NTE $200K each.

16)  Environmental Entrepreneurship Program

The National Oceanic and Atmospheric Administration, Educational

Partnership Program with Minority Serving Institutions requests

applications for the Environmental Entrepreneurship Program. 

This program supports education and training programs that engage

students in applying the necessary skills, tools, methods and

technologies in sciences directly related to NOAA's mission which

includes but is not limited to fostering educational opportunities in

atmospheric, environmental sciences, and remote sensing technology

coupled with training in economics, marketing, product development,

and services to create jobs, businesses and economic development

opportunities.  $3 million expected to be available, 6 awards

anticipated, awards NTE $500K.  Responses due 3/15/04.  For more

17)  Source Reduction Assistance Grant Program

The U.S. Environmental Protection Agency requests applications

for the Source Reduction Assistance Grant Program.  This program

supports source reduction/pollution prevention and resource

conservation projects that will provide an overall benefit to the

environment by preventing the generation of pollutants at the source.

 Areas of interest include but are not limited to:  Improving reuse and

recycling opportunities; encouraging green product design and

manufacturing; conducting outreach; collecting and analyzing data;

and integrating pollution prevention concepts in state, regional and

tribal environmental media programs.  $1 million expected to be

available, 70 awards anticipated, award range $5K to $100K.  Responses

18)  National Science Foundation SBIR/STTR

The National Science Foundation requests applications for the FY04

Small Business Innovation Research and Small Business Technology

Transfer Programs (SBIR/STTR).  The primary objective of the NSF

SBIR/STTR Program is to increase the incentive and opportunity for

small firms to undertake cutting-edge, high risk, high quality scientific, engineering, or science/engineering education research that would have a high potential

economic payoff if the research is successful.  $17.5 million expected

24)  Solid State Lighting Research

The U.S. Department of Energy seeks applications for applied

research in the Solid State Lighting (SSL) Core Technologies

Program.  The goal of this RFP is to develop advanced solid

state lighting technologies that, compared to conventional lighting

technologies, are much more energy efficient, longer lasting, and

cost-competitive.  Areas of interest include but are not limited to: 

High temperature, efficient, long-life phosphors, luminescent materials

for wavelength conversion and encapsulants; Strategies for improved

light extraction and manipulation; Advanced architectures and high

power conversion efficiency emitters.  $6 million expected to be available,

3 to 6 awards anticipated, award range $900K to $2.7 million.  Proposals

25)  Environmental Justice

The Center for Disease Control requests applications from Historically

Black Colleges and Universities and Hispanic Serving Institutions

with expertise in addressing environmental justice concerns of minority

and underserved communities.  The purpose of the program is to

assist minority educational institutions in expanding and enhancing

educational opportunities related to exposure to hazardous substances

in the environment.  Approximately $125K, one award anticipated.

26)  Environmental Exploratory Grant Program

The California Energy Commission PIER Environmental Area

Team request proposals the Environmental Exploratory Grant

Program.  The goal of this program is to support the early development

of promising, new scientific concepts that have the potential to impact

the way we understand and/or address energy-related environmental

issues. Approx. $750K available, max. grant $75K.  Responses due

27)  Ecosystems Research

The U.S. Department of Energy requests applications for the Scaling

Across Levels of Biological Organization in Ecological Systems Initiative. 

Applications should describe research projects to determine the

theoretical and empirical bases of whether, and how, information

obtainable at the level of genomes and proteomes of species or

communities can be used to explain, and predict, effects of environmental

changes associated with energy production on the structure and

functioning of important ecosystems.  Responses due 4/29/04.  For

28)  Monterey Bay Watershed

The National Oceanic and Atmospheric Administration requests

applications for the Bay Watershed Education & Training (B-WET) Program.

The B-WET grant program is a competitively based program that supports

existing environmental education programs, fosters the growth of new

programs, and encourages the development of partnerships among

environmental education programs throughout the Monterey Bay

watershed. $475 million expected to be available, grant range

29)  Ludwick Family Foundation

The Ludwick Family Foundation supports organizations and programs

in areas including but not limited to the environment and education. 

The Foundation provides grants for tangible items such as new vehicles

or equipment, equipment replacement and modernization, improvements
