The British government is to outline proposals that would add about 5,000 companies and organizations to the European Union's carbon-trading scheme, The Guardian reported on Wednesday.
Citing unnamed sources within the government, the Guardian newspaper said that the initiative would include supermarkets, universities, hotels, hospitals and government departments and has received an initial enthusiastic response from some companies.

"There is a question as to the extent of the sanctions, but there will be sanctions."
Foreign Minister Philippe Douste-Blazy told RTL radio. He was speaking after a Paris meeting on Tehran's nuclear program with the powers that make up the UN Security Council and that they are agreed that "there will be sanctions" against Iran.
